need some help

Hello.
So I got this problem (Not such a big prob) and I can get it helped by just asking someone I know but im to lazy to go there atm, so I ask the pro's at roar! forum.
On my pc screen, I dont see anything moving.
For example: <--- I dont see that emoticon moving.
<---- I dont see that emoticon moving.
And same is with normal stuff like avators or signatures, I dont see them moving!
Or for example, my signature, I only see the pink color, it never changes.
I use windows xp.
Anyone know how to get this working?

Internet explorer.

Aniq is completely wrong, flash has nothing to do with this.

well i have clue about it tbh xD, i use opera btw, since i kinda like it the most and if u want well teach me so i wont fail so much next time! :p
